The Master has been known to use networks like this to mass hypnotize people. It’s kind of his thing. The chances of him doing this to/on the comm are really, really, really, really high. His commands tend to be very, very simple, or else people would reject them out of hand. Most people don't even consciously notice the commands there. For example, when he uses the Archangel network to convince people to vote for him (among other things), the only few tells are that people start tapping in the drumbeat's rhythm and can't seem to actually remember what he said during speeches.

He also can hypnotise people one on one in person, although this Master in particular doesn't seem fond of it.
